Counter Strike skins come in *.mdl format. Basically, there are two (most common) skin types:

1. Character Skins
By default, there are 8 + 1 skins (or 10 + 1) skins located in cstrike/models/player folder
- Arctic (Terrorist)
- GIGN (CT)
- GSG9 (CT)
- Guerilla (Terrorist)
- Leet (Terrorist)
- SAS (CT)
- Terror (Terrorist)
- Urban (Terrorist)
Plus VIP
Optional:
- Militia (Terrorist)
- Spetsnaz (CT)
We'll find an mdl file inside respective folders, named the same as each folder's name. For example urban.mdl in urban folder, leet.mdl in leet folder, and so on.
Therefore the character skin installation is quite simple:
a. Decide whether the character will be in CT's side or Terrorist's side.
b. Rename the *.mdl file into the character skin you wish to replace. E.g: Rename blablabla.mdl to sas.mdl if you want it to replace SAS.
c. Copy it to the destinated folder
Don't forget to backup your default skin to prevent undesired result. Simply rename the default file, add "bkup" or something like that.

2. Weapon Skins
There are three types of weapon skins in Counter Strike:
p model--> the model seen in third person view while a player holding it
v model--> the model seen in first person view
w model--> the model seen in third person view while scattered on the map
The file name formats are:
p_*weapon name*.mdl, v_*weapon name*.mdl, and w_*weapon name*.mdl
Valid weapon name refers to all weapons in Counter Strike, such as ak47, aug, p90, etc.

Just like installing the Character skins, you just have to put the *.mdl file in cstrike/models folder.
Backup your default skins first just in case something went wrong.
